After searching the cache, exit the Traffic Tunnel and head north to Pilgrim's Peak, a POI at the northeastern tip of Blue Gate. This area is dominated by a large tower with an antenna, which is your target.

 

The fastest way to climb the tower is to use the zipline on the back of the structure. Jump off the zipline onto the floor just below the top-if you overshoot, look for a hole in the floor to drop down to the correct level.

 

On this floor, between two red electrical boxes or containers, you'll find Dodger's Bag. Interact with it to spawn Dodger's Note, the key quest item. Immediately place the note in your Safe Pocket to avoid losing it if you die.
